The Director of Zoning and Constitution of HEO Minor chairs this committee.  The Chairman forms a committee requesting assistance from, no less than three, of  the HEO Minor Council members. The HEO Minor Referee-in-Chief also attends as a point of reference for the committee.  Their role is to review and make recommendations to the HEO Minor Council with regards to :

• Proposed revisions to the Constitution, By-Laws or Regulations of HEO Minor

• The acceptance or rejection of applications from any newly formed Minor Hockey Association/Organization

• Any changes to Zone or District boundaries (Including "Vested Rights" of players)
